JOB PURPOSE:
The Telecom & AFC Lead Engineer is accountable for the technical leadership, performance oversight, and continuous improvement of Telecommunication and Automatic Fare Collection (AFC) systems within railway maintenance operations. This role ensures that systems under scope are safe, reliable, and compliant with regulatory and operational standards across Line 3 and the LRT.
The position leads engineering coordination, performance monitoring, technical support, and documentation control, while driving excellence in maintenance execution, incident response, and system optimization. The Lead Engineer plays a critical role in fostering a safety-first culture, supporting asset lifecycle strategies, and enabling high availability and service quality through proactive system management and collaboration with internal and external stakeholders.

RESPONSIBILITIES/DUTIES
Safety & Compliance
- Ensure all Telecom and AFC maintenance activities align with applicable safety standards and company policies.
- Enforce safe work practices and approved procedures to mitigate operational hazards.
- Conduct regular safety inspections and audits to assess risks and compliance.
- Promote safety culture among internal teams and subcontractors through training and communication.
- Support investigations and corrective actions following safety incidents.
Maintenance Engineering & Documentation
- Review and maintain up-to-date maintenance procedures, manuals, checklists, and preventive maintenance plans.
- Ensure documentation accurately reflects current system configurations and vendor recommendations.
- Adjust maintenance schedules and procedures based on operational feedback and system performance.
- Coordinate and document procedural changes, ensuring compliance with quality and safety standards.
- Maintain traceable records and version control of all technical documents.
- Support audits by ensuring documentation readiness.
Technical Oversight & System Support
- Assess and manage resource needs, including spare parts, tools, and personnel for effective maintenance delivery.
- Provide advanced technical support and troubleshooting guidance to maintenance teams.
- Monitor key performance indicators (KPIs) such as reliability, availability, and maintainability.
- Identify and resolve recurring faults and system degradation issues.
- Collaborate with vendors and OEMs on system upgrades and improvements.
- Incorporate field lessons learned into maintenance strategies and documentation updates.
Reporting & Incident Management
- Prepare operational reports (daily, weekly, monthly) highlighting system performance and critical events.
- Participate in detailed root cause analysis of system incidents and failures.
- Ensure accurate documentation and closure of incidents, including preventive actions.
- Work cross-functionally to analyze recurring issues and recommend long-term solutions.
- Provide data-driven insights for system upgrades and risk mitigation plans.
- Contribute to incident dashboards and metrics reporting for management visibility.
Quality & Change Management
- Operate within a structured quality and document control framework.
- Validate that all maintenance activities comply with internal quality standards and external regulations.
- Support change control processes, including review and approval of technical modifications.
- Ensure all changes are risk-assessed and tested prior to implementation.
- Contribute to continuous improvement by identifying non-conformities and implementing corrective actions.
ESSENTIAL QUALIFICATIONS, KNOWLEDGE & EXPERIENCE
QUALIFICATIONS:
- Bachelor’s degree in engineering (Telecommunications, Electronics, or equivalent field).
- Fluent in Arabic and English, French is a plus.
KNOWLEDGE:
- Strong understanding of railway Telecom & AFC Systems.
- Familiarity with maintenance management principles and asset management systems.
- Knowledge of Enterprise Asset Management tools such as IBM Maximo and Coswin.
EXPERIENCE:
- 5-7 years of relevant experience in railway telecommunications engineering and/or maintenance.
- Proven experience working within a change management culture and safety-critical environments.
- Experience with technical documentation, change control, and document management systems.
