2. MINIMUM REQUIRED QUALIFICATIONS
2.1. Specialty
- Expertise in developing and implementing traffic management plans (TMPs) to ensure safe and efficient traffic flow around work sites.
- Skilled in setting up and supervising traffic control devices, including signs, barricades, and flagging operations.
- Knowledge of temporary traffic control measures and work zone safety practices.
2.2. Education: Degree BA or equivalent
2.4. Technical Knowledge: Highly energetic and efficient engineer with experience in temporary traffic management in highway and local road projects.
2.5. Experience: ≥ 07 years
3. RESPONSIBILITIES / AUTHORITIES / ACCOUNTABILITIES
3.1. Primary Functions
Role and Responsibilities:
- Ensure all work is carried out in accordance with traffic safety standards and regulations.
- Follow the guidelines of the Manual on Uniform Traffic Control Devices (MUTCD) and ensure proper implementation.
- Supervise and enforce traffic safety protocols to minimize risks and ensure compliance with safety regulations.
- Review and approve the contractor’s Maintenance and Traffic Management Plans during construction activities.
- Implement traffic management plans and oversee the safe coordination of vehicles, equipment, and personnel on-site.
- Conduct surveys and analyses of land features to support transportation and infrastructure planning.
- Design and implement road safety programs to reduce traffic-related incidents.
- Collaborate with the project team to discuss and finalize short, medium, and long-term Traffic Diversion Plans (TDPs).
- Coordinate with the Traffic Engineer to implement the required changes in Traffic Management and Diversion Plans (TTMD) before submission. Follow up with stakeholders to ensure timely approval of TDPs.
- Supervise and coordinate with Site Traffic Management Supervisors for the implementation, maintenance, and decommissioning of TDPs as per approved plans.
- Arrange the necessary Traffic Control Devices (TCD) for TDPs in collaboration with the Project and Construction Managers.
- Organize and submit weekly and monthly observation closeout reports.
- Ensure continuous monitoring and reporting on traffic safety and implement improvements as needed.
- Conduct weekly and monthly meetings with operators to improve their skills and ensure adherence to traffic safety protocols.
- Develop and deliver training programs for traffic safety awareness and operational excellence.
- Provide technical guidance to project teams, ensuring adherence to traffic safety standards and project specifications.
- Prepare professional reports, meeting notes, and technical presentations for stakeholders and management.
- Maintain accurate documentation of traffic safety activities, risk assessments, and corrective actions.
Road Safety Responsibilities:
- Resort Core site traffic control, parking management, and keeping haul roads free from traffic congestion at all times.
- Inspect and ensure that Logistics Notification and Authority to Proceed (ATP) is obtained and in place for abnormal load, road blocking, and lifting activities, covering any impact on neighboring plots.
- Patrol the Resort Core site and ensure adherence to speed limits and traffic safety measures. Intervene in cases of non-compliance and report all traffic violations.
- Monitor and report road conditions, tracking all submitted "Road Notification Reports."
- Follow up with the appropriate maintenance contractor to ensure resolution and closure of Road Notification Reports.
- Monitor all excavation areas, confirming there are sufficient signage and safety barriers to prevent accidental falls.
- Monitor all sub-district and sub-plot evacuation strategies and report any areas of excess water flow, stagnant water, or damage following heavy rain.
- Monitor all road signage and wayfinding, reporting any concerns to the Construction Services Consultant and Road Safety Manager, while reviewing to ensure actions to resolve issues have been completed.

- Traffic monitoring systems, GPS tracking, and advanced traffic management solutions.
- Knowledge of safety equipment and personal protective equipment (PPE) specific to traffic control operations.
