The Cost Director is responsible for overall cost management, forecasting, and financial control across all phases of the new city project - from master planning and infrastructure development to real estate construction and operations. This role ensures budget alignment, cost efficiency, and value optimization while maintaining financial transparency for all stakeholders.
Cost Strategy & Planning
Develop the overall cost management ledger in alignment with the project’s master plan and procurement strategy.
Establish and maintain cost control systems, procedures, and reporting tools.
Lead preparation of multi-year budgets and capital expenditure forecasts.
Implement cost benchmarking for infrastructure, utilities, buildings, and operational facilities.
Cost Estimation & Budgeting
Oversee preparation of Class 1–5 cost estimates (concept to detailed design).
Work with design, engineering, and procurement teams to ensure design to budget approach
Approve project budgets for all packages and monitor targets.
Cost Control & Monitoring
Track and control costs across infrastructure, buildings, utilities, and public realm works.
Review and approve payment certificates, invoices, and variation orders.
Maintain cash flow forecasts and funding requirement schedules.
Ensure early identification of budget overruns and recommend corrective actions.
Incorporate within the program ledger all program budgeting and cost control elements [Budget, revised budget, Commitment, potential variations, variation orders, Pay cert, cost at completion
Change Management & Value Engineering
Lead cost impact analysis for design changes and scope variations.
Facilitate value engineering workshops to optimize project costs without compromising quality.
Implement cost-saving initiatives across all work packages.
Contract & Procurement Interface
Work closely with the Contract Director to ensure cost implications are considered in all contracts.
Monitor contractor and consultant cost performance.
Support procurement strategies to achieve competitive market pricing.
Financial Reporting & Governance
Provide monthly and quarterly cost reports to the Program Board, investors, and government stakeholders.
Maintain cost transparency for public-private partnership (PPP) and concession agreements.
Ensure compliance with relevant accounting standards, cost control best practices, and audit requirements.
- Bachelor’s degree in Civil Engineering, Construction Management (Master’s degree or MBA preferred).
- Minimum of 25 years of experience in cost management of mega-projects, with at least 5 years in a director-level role.
Proven experience in infrastructure, urban development, and mixed-use real estate projects.
Strong knowledge of cost estimation methodologies, value engineering, and capital project financing.
