Job Purpose
To plan the access network to ensure full indoor and outdoor coverage with competitive quality of service all over the network.
Report To Position Name
Plan nominals of 2G/3G macro sites and recommend 3G site upgrades for coverage enhancement, capacity enhancement, resolving performance issues of neighboring sites, events, newly developed areas, areas loosing roamers, and closure of national roaming. This is to be based on coverage prediction, performance analysis, area awareness, and RF planning guidelines manual.Prepare in-building RF designs to provide indoor coverage and plan outdoor micro sites in hot spots to absorb traffic and enhance coverage.Validate new site options and provide physical design parameters following NTRA regulations, TRX configuration, and E1 configuration.Prepare new site creation list including initial logical parameters, frequency, neighbors, BSCI, SC, …… And, prepare creation forms for cell reconfiguration.Accept new sites and do initial site tuning to ensure proper functionality using monitoring tools and prepare final acceptance report.Conduct and analyze drive tests related to customer complaints, new site acceptance, site re-homing, TRX expansion, cluster optimization, network coverage plots, benchmarking with other operators, and special tests.Conduct antenna parameters audit and cluster optimization campaigns of working sites to ensure proper functionality.Provide frequency for the added TRX and prepare frequency changes manually or using planning tool to improve network QoS. This includes frequency monitoring and frequency changes on the external borders.Monitor external border and national roaming areas to re-plan border sites not to create coverage gaps.Maximize site utilization by planning additional sectors and activating software features as TCC and Power Boost, and recommend physical changes as antenna height, antenna tilt, and antenna re-azimuth to improve network QoS.Prepare, maintain, and audit RF database: working sites, planned sites, frequency, and cell file. In addition, develop software tools to assist in RF planning.Job holder has to build competency to be able to: Carry responsibilities of RF Planning, RF Optimization, and RF Indoor (RF Engineer concept) Support in RF Optimization tasks. Transfer to RF Optimization based on operational requirements.
