Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in development cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The last decade has witnessed numerous changes and challenges in the MENA region. Conflicts in Syria, Iraq, Libya and Yemen, as well as the political unrest in some areas of East Africa continue to force refugees and asylum seekers to migrate to countries like Egypt, where many refugees and migrants have been living for years in protracted displacement including large numbers of children, adolescents and youth. Along the years they have been subject to vulnerabilities, social protection issues, and labour market integration challenges. Their challenges include barriers to residency and secure stay, difficulties to access work permits, access to education and training and access to employment services.
On the other hand, Egyptian youth are facing socio-economic challenges within the Egyptian market with a good portion of the young people are aspiring for migration seeking better socio-economic opportunities in foreign markets.
This can be attributed to the structural and cyclical challenges in the labour market with key impediments including gender disparities in accessing the labour market, lack of job creation and a week business environment. Unemployment has been a growing challenge facing Egyptian youth, with specific intensity among females.
The Covid-19 Pandemic has added to the labour market lack of equilibrium where employers and employment opportunities were limited to scaled up competencies, leaving the vulnerable portion of the society under the mercy of low wage, non-secured and short-term jobs.
The Project has been designed to provide youth whether Egyptian youth, young migrants or refugees access to better livelihoods and chances of better opportunities in the labour market through employability and entrepreneurial skills. Currently, the project is in its inception phase to put foundations for cohesive and solid portfolio of interventions to support Youth across the vulnerable communities.
Youth for Future
The objective of the project is to improve the livelihood opportunities and strengthen the socio- economic resilience of young migrants, refugees and Egyptian youth in host communities through improved policy frameworks, employability skills, career prospects and inclusive youth centres. Jointly implementing the project, the ILO and UNICEF, will be using a three-pronged approaches that combine skills development and career guidance services at the individual (micro) level with capacity development of key stakeholders at the institutional (meso) level and policy engagement and awareness raising on the national (macro) level. All activities are conducted in coordination with social partners, with the tripartite structures in consideration.
Reporting lines
The incumbent will perform its duties under the direct supervision of the Youth for Future Senior National Project Manager and the overall guidance of the DWT/Cairo Country Director.
Description of Duties
General Administration and operation
- Ensure smooth functioning of the project administration, office management and operation support related functions in close collaboration with other administrative and operation support staff in the project through the provision of management and administrative support to the project. This includes processing entitlements, issuance of contracts and maintenance of records and files.
- Advise and assist project staff with interpretation of administrative rules, regulations and procedures. Make travel and hotel reservations, prepare travel authorizations and assemble information pertinent to the purpose of travel.
- Participate in the organization of special meetings and coordinate all important administrative arrangements for conducting workshops/seminars, and trainings as required by the project/program.
- Maintain, contact and liaise with concerned technical units at Headquarters, ILO constituents, social partners’ organizations and UN agencies to discuss planned activities and resolve sensitive matters.
- Prepare, on own initiative, correspondence and reports, as required on general administrative or other related tasks including those of a confidential nature. Prepare periodic administrative statistics, reports and correspondence.
- Brief and assist staff, experts and consultants on all aspects of administration related matters. Provide interpretation of administrative rules, regulations and procedures.
- Review all incoming correspondence which requires action; make recommendations regarding the appropriate action to be taken; monitor that deadlines for responses, follow up with various project/programme personnel and other organizational units on the submission of reports and correspondence.
- Prepare background information, detailed cost estimates, and periodic and ad hoc reports for use in programme and budget preparations. Participate in budget analysis and projections as required. Provide information upon request.
- Carry out all operations required for expenditures under development cooperation funding, ensuring the most rational use of the funds. This includes making calculations, requesting funds, checking supporting justifying documents and making payments.
- Monitor accounts regarding allocations and expenditures and make adjustments to optimize utilization of the funds. Draft and clear administrative correspondence relative to budgetary matters to verify data, answer queries and obtain additional information.
- Provide guidance and supervise the work of junior administrative and/or other support staff.
- Perform other relevant duties as required.
Required qualifications
Education
Completion of first level university degree (Bachelor’s degree or equivalent) in a relevant area.
Experience
At least seven years of progressively responsible administrative work with supervisory experience.
Languages
Excellent knowledge of English and Arabic.
Competencies
- Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines and adapt to changing demands.
- Proficient in computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office (e.g. IRIS),
- Ability to obtain services from other work units inside or outside the office for completion of tasks.
- Ability to lead a team and manage a heavy workload under time pressure.
- Thorough knowledge and understanding of complex administrative guidelines and procedures as well as the full range of administrative services within support areas such as HR, Finance and Procurement.
- Good knowledge of work of the project/programme and the work carried out in other work units.
- Ability to respond to requests and to deal with visitors with tact and diplomacy.
- Ability to search and retrieve information from databases and compile reports.
- Ability to deal with confidential matters with discretion.
- Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
